Sender IDs must be registered separately with both major operators — e& through its CMS portal and du through its ESP portal. This is not a single application and the timeline should be planned into any launch.
The AD- prefix rule
Promotional sender IDs must carry the AD- prefix, and promotional traffic is distinguished from transactional traffic with different rules applying to each. Misclassifying marketing content as transactional is a common and expensive error.
Permitted sending windows
Promotional messages are not permitted between 9pm and 7am. Sequence timing has to respect this in local time, which means quiet-hours logic is mandatory rather than a nicety.
PDPL consent
Under the UAE Personal Data Protection Law, consent for promotional messaging must be explicit, documented with timestamp and source, and retained. It cannot be inferred from an existing customer relationship, which differs from soft opt-in regimes elsewhere.
